On Monday, April 7th, CMS released the “Announcement of Calendar Year (CY) 2026 Medicare Advantage (MA) Capitation Rates and Part Cand Part D Payment Policies” and in it stated that the Health Equity Index will now be known as Excellent Health Outcomes for All (EHO4all) and will be implemented with the 2027 Star Ratings. The intent remains the same: to drive better outcomes for populations historically at risk for poor health outcomes, including those who are dually eligible, receive the Low-Income Subsidy (LIS), or qualify for Medicare due to disability.
According to CMS, the new name better aligns with the overarching goal of ensuring exceptional care for all enrollees. And while the reward will continue focusing on the original HEI populations, CMS is also considering expanding its scope to include geographic disparities, such as rural versus urban populations. The measurement period also remains unchanged. Performance in 2024 and 2025 will still determine whether your plan earns the reward in 2027. The key strategies for success also remain constant.
