Medicaid Right Now: Navigating Confusion and Changes

There is no doubt about it… Our country is undergoing significant changes and uncertainty as new policies and priorities under the second Trump administration take shape. With ongoing debates over Medicaid funding and the continued impact of post-pandemic policy adjustments, beneficiaries, providers, and payers are facing challenges in navigating the evolving landscape. There are currently several Medicaid policy proposals under discussion, including lowering the FMAP floor, imposing a per capita cap on federal Medicaid spending, implementing work requirements through federal legislation or state Medicaid waivers, and other changes to eligibility rules. These proposals could significantly shift costs to states, which may lead to the reduction of coverage, benefits, or provider payments in states that have adopted the Medicaid expansion.

While concerns about Medicaid funding reductions persist, there is no direct evidence of large-scale cuts specifically targeting benefits for our dual-eligible members. However, funding pressures at both federal and state levels could still lead to indirect effects, such as increasing administrative hurdles for enrollment, changes in eligibility verification processes, and/or possible state-level benefit reductions. The current administration argues that these proposed changes will not impact eligible individuals' access to Medicaid but instead focus on reducing inefficiencies and tightening enrollment processes. Supporters of these changes argue that they are intended to prevent ineligible individuals from receiving benefits rather than restricting access for those who qualify. However, past implementation of similar policies has demonstrated that these administrative barriers can result in eligible individuals losing their Medicaid coverage.
